Germany's innovation tender goes wholly to solar-plus-storage at €0.0514/kWh
Serguey Asael Shinder1 min readGermany's Federal Network Agency has concluded its latest innovation tender, pv magazine reports. The round drew 53 bids totalling 678 MW, and the agency awarded 32 projects with 480 MW. Every winning project combines solar with energy storage.
Awarded prices ranged from €0.0450 to €0.0540 per kWh, with an average of €0.0514. Bavaria won the most capacity at 177 MW, followed by Brandenburg with 94 MW and North Rhine-Westphalia with 48 MW.
The series shows a steady decline. The previous round, in June, awarded 482 MW at an average of €0.0534 per kWh. In October 2025, 485 MW went at prices from €0.0479 to €0.0559; in July 2025, 486 MW at €0.0500 to €0.0639. A year earlier the averages were far higher: €0.0709 in October 2024 and €0.0833 in July 2024. In October 2023 the average was €0.08. Across these rounds the Bundesnetzagentur has mostly selected solar projects combined with storage, and in this one it chose nothing else.
Why it matters
Innovation tenders were designed to reward combinations rather than plain generation, and the market has answered with solar-plus-storage at prices that have fallen by almost 40% in two years. With more capacity bid than awarded, competition rather than the price cap is now setting the level, which makes these results a useful benchmark for what storage-backed solar costs in Germany.
