ACER publishes first revised REMIT reporting guidance for October 2027
Wholesale energy traders in the EU now have the first instructions for the reporting rules that take effect in October 2027. ACER, the EU energy regulators' agency, published on 29 October the first of three sets of revised REMIT data reporting documents.
REMIT is the EU framework for detecting market manipulation and abuse in wholesale electricity and gas markets. After the regulation was revised in 2024 and its secondary legislation in 2026, new reporting requirements will be phased in between October 2027 and July 2028, and ACER is publishing one guidance set per phase.
This first set covers exposure and continuous reporting, LNG market data and bilateral transactions with energy-intensive consumers. Those requirements apply from 29 October 2027; until then, reporting continues under the current framework and existing guidance. The package contains an updated Transaction Reporting User Manual with technical instructions, Q&As on transaction reporting that replace the former FAQs, a guideline on transaction reporting with an annex on derivatives, published together with evaluations of the public consultations, new guidance on exposure reporting with worked examples, and updated and new electronic formats for transaction data.
ACER will hold a webinar on 23 November and collects questions until 16 November. Guidance for reporting parties under the REMIT Delegated Regulation is due on 27 November, a revision of the general guidance and Q&As follows in early 2027, and the next two sets are planned for May and November 2027.

What it means
A year of lead time sounds generous, but exposure reporting is new data that many firms do not compile today, and IT changes to reporting chains take months. The useful detail for compliance teams is the date split: the October 2027 phase is now specified, while the later phases still wait for their guidance.
